Server Manager does not have local users and groups

This situation is typically restricted by Group Policy, open run Gpedit.msc open Group Policy Editor

Click on the user settings---admin template---mircosoft management console---Restricted license snap-in---Right "local use and group"

Once set, open Server Manager again, Computer Management. View already local Users and groups

Other possible causes

If there are no settings in the check policy, the problem with your operating system version (either the home version or the generic version may not be available). Start Menu--Enter control Userpasswords2 to invoke Account admin menu
