In a survey conducted by South Korean civic groups targeting teenagers, 85.5% of respondents said they would play games by stealing adult IDs after a nightly shutdown policy.  The effectiveness of the policy has become a question mark. Since December 2010, civic organizations such as the Korean Cultural Corps and youth rights groups have conducted a questionnaire survey on the policy of night shutdown targeting young people. The results show that teenagers think that the shutdown policy can prevent addiction to 43.6% of the game, think that can pay more attention to academic accounted for 34.5%.  However, 83.6% of respondents consider the mandatory shutdown policy to be really effective.  South Korean civic groups published the "Night Shutdown Policy" survey results they found that the reasons for the invalid specifically include the following: formalized system (21.8%), can not prevent excessive game addiction (14.5%), excessive control prone to rebellious (20%), can avoid the law (25.5%). After the implementation of the shutdown policy in South Korea, teenagers were asked if they were "no longer playing games" late at night, and the results were surprising and no one gave a positive answer.  85.5% of teens say they play games by stealing adult IDs, while 7.3% of teens don't accept restrictions and play other games. However, Korean adults have different views on the issue of limiting the use of games.  67.3% of them think that in addition to games, leisure time can distract attention by actively participating in other recreational activities, while another 16 4% think teenagers need warm care from their parents, school and society. South Korea, the world's highest internet penetration and fastest-growing country, has more than 90% of its households using ultra-high-speed networks, and more than 75% people are surfing the Internet. And along with this high ratio of the game is increasing the crowd. South Korea has more than 2 million people with internet addiction, including 14.3% of teens (more than 500,000) who are addicted to the internet, according to a 2009-year survey by the South Korean administration of security.  In addition, the October 2010 South Korean Ministry of Cultural and Sports Tourism released the relevant reports, South Korean teenagers because of game addiction to consult the number of people in the annual growth, by the end of August 2010 has reached 44,937. In order to solve the social phenomenon of game addiction, the Korean government has promulgated a series of rectification measures. April 2010, the Korean Ministry of Cultural and Sports tourism issued the "Prevention and elimination of online game addiction policy." According to the policy, the Korean government implements the game use time limit, strengthens oneself identity attestation system and the child Game time management system and so on the measure, and has enacted the relevant law to standardize the game operator, in order to prevent and eliminate the people to the game excessive indulgence.
