"The gap between the rich and the poor has widened from 4.5:1 to 12.66:1 in the early years of reform and opening-up," Raiming said in a General Assembly speech. Income from urban and rural residents expanded from 2.52:1 in 1998 to 3.31:1 in 2008. Income disparities are also widening in the Midwest.
