Gu Jian revealed that some cases detected by public security organs in recent years found that some criminals illegally obtained personal information of bank users through channels such as banks, telecommunications companies' internal personnel, and credit card agency registration websites, and used the information to pay for purchases on overseas websites Goods, so as to achieve the purpose of stealing funds. Much of this information is not obtained through normal payment channels, but can be detrimental to the security of online payment accounts. Internet payment and other related businesses interact with each other, and their security affects each other. It is difficult to effectively prevent crime simply by implementing security precautions against a single aspect of online payment. To this end, he suggested that the payment agencies to promote the department to conduct a comprehensive analysis of all types of business, take comprehensive preventive measures to fully prevent risk events.

Gu Jian pointed out that units engaged in online payment services should simultaneously establish the corresponding security precautions and the technical measures required to investigate the related crimes while introducing new types of services. When launching new businesses, it is necessary to limit the amount of funds the business can operate. After fully demonstrating and trial running, the relevant technologies are gradually released before the restrictions are reached.

In addition to technical reasons, the absence of regulation is also an important incentive for the emergence of Internet finance in the development process. Under such circumstances, the protection of the rights and interests of consumers needs to be strengthened. At the moment, Wu Yue, director of the Consumer Protection Department of the Consumer Protection and Consumer Protection Agency of the PBC, said that relevant departments of the People's Bank of China are currently drafting guidance on Internet finance. Relevant departments are also planning to set up the Internet Finance Association. In addition, the Financial Consumption Rights Protection Bureau is also actively deploying complaints reception platform.

Wu Yue said that at present, the CEPA is developing an information management system that designs and protects the rights and interests of financial consumers and has now completed the design of the system. It will be used by all financial institutions and branches of the People's Bank by the end of this year. The main function of the system is to deal with complaints. The system internally connects the branches of the People's Bank of China up and down and externally connects People's Bank and financial institutions, mainly banking financial institutions. According to reports, the system will be the first to choose five provinces and seven banks for pilot.

In addition, the Consumer Protection Bureau opened 12363 complaints phone, it will also launch online complaint handling platform. The network receiving platform will be developed before the end of this year design is completed, formally launched early next year. The location of complaint handling platform includes not only complaints and inquiries, but also some interactive discussions.
