The Ministry of Commerce also proposed to encourage e-commerce enterprises to "go out". Support Domestic E-commerce service enterprises (including Third-party E-commerce platform, financing guarantee, logistics and other services enterprises) set up overseas service agencies, improve warehousing logistics, customer service system construction, and overseas E-commerce service enterprises to achieve strategic cooperation.

At the same time, to support the construction of Urban domestic service network public service platform for Community residents to provide supply and demand docking services; encourage and support the construction of E-commerce platform to serve the people's daily life; to encourage large catering enterprises, accommodation enterprises and Third-party services to set up online ordering, booking service system.

2012, the total amount of e-commerce transactions in China exceeded 8 trillion yuan, reached 8.0163 trillion yuan, an increase of 31.7%, of which the network retail sales over 1.3 trillion yuan, an increase of 67.5%, equivalent to 2012 total retail sales of consumer goods 6.3%.
