In view of this kind of situation, our country's basic policy is the Land contract management right circulation must respect farmer's main position fully. The main body of land circulation is peasant rather than cadre, the mechanism of circulation is market rather than government, the precondition of circulation is voluntary paid according to law.　　The bottom line of the circulation is "three shall not": no change of the collective nature of the land, no change of land use, no harm to farmers ' land contract interests.
