In addition, some industries to the cultural requirements of the low, labor supply oversupply, coupled with the lack of awareness of the workers, so many people do not understand or dare not ask the employing units to give their minimum wage standards. To solve the problem of low wages of front-line workers and to achieve dignified and decent work, we must implement the system of collective bargaining for wages, perfect the internal distribution mechanism of the enterprises and provide real institutional protection for the wage growth of front-line workers. According to the China National Federation of Trade Unions, in the enterprise of wage collective bargaining, the wage level of workers is higher than those who do not engage in collective bargaining 10%~15%. It should be seen that the current implementation of collective bargaining system, there is still a lack of rigid support of the law, the existing law does not sign collective contracts, not collective consultation, and so on, there is no provision for penalties.  This leads directly to the collective bargaining of the grass-roots trade unions, which also leads to the administrative "omission" of the Labor Inspectorate. Therefore, it is necessary to establish and perfect the supporting laws and regulations of wage consultation system, and to realize the system guarantee for front-line workers ' rights. It is worth mentioning that, over the years, the State had made it clear that it would give trade unions more resources and tools. These resources and means must be clear and institutionalized, and become the legal way for trade unions to promote the implementation of collective bargaining system of wages. We should continuously improve the distribution mechanism within the enterprise and form a regular consultation system to determine the wage growth.  To continuously strengthen the Government's labor supervision function, to achieve the supervision and guidance of enterprises to carry out wage negotiations, promote the enterprise wage negotiation self-discipline. To promote the construction of collective bargaining system, to ensure that wage growth and enterprise development, economic growth synchronization, not only let the workers feel that their work has dignity, but also we build a harmonious society should be the meaning.
