According to the China National Federation of Trade Unions, in the enterprise of wage collective bargaining, the wage level of workers is higher than those who do not engage in collective bargaining 10%~15%. It should be seen that the current implementation of collective bargaining system, there is still a lack of rigid support of the law, the existing law does not sign collective contracts, not collective consultation, and so on, there is no provision for penalties.　　This leads directly to the collective bargaining of the grass-roots trade unions, which also leads to the administrative "omission" of the Labor Inspectorate. Therefore, it is necessary to establish and perfect the supporting laws and regulations of wage consultation system, and to realize the system guarantee for front-line workers ' rights. It is worth mentioning that, over the years, the State had made it clear that it would give trade unions more resources and tools. These resources and means must be clear and institutionalized, and become the legal way for trade unions to promote the implementation of collective bargaining system of wages.
