Twitter will set up a greater China office in Hong Kong in the first quarter of next year to oversee operations in mainland China, Hong Kong and Taiwan. But Twitter has no intention of launching a business for ordinary users in the mainland.
Shailesh Rao, vice president of the Asia Pacific business, said in an interview:
The main responsibility of this office is to sell to those Chinese agents and advertisers who are interested in doing business overseas, including Hong Kong and Taiwan.

But the 77% users are from overseas social networks, and only 34% of sales come from overseas.
