I have n’t used Ubuntu 18.04 for a long time. I have been using Windows system before. I am used to seeing the current running process and status of the system through the task manager. So I started to use Ubuntu 18.04. The system monitor cannot be opened.

The problem is described as follows:
(If you want to see the solution directly, you can skip this section):

First enter the command via Alt + F2

gnome-system-monitor
Press Enter. Normally this is the window where the system monitor should appear, but nothing happens on the system.

Then click "System Monitor" in all applications. The Loading circle is displayed in the upper left corner of the screen. After a while, it disappears and the system monitor has not been opened.

Later typed in terminal
gnome-system-monitor
Display

You need to connect this snap to the gnome platform snap.

You can do this with those commands:
snap install gnome-3-26-1604
snap connect gnome-system-monitor:gnome-3-26-1604 gnome-3-26-1604

(the '3-26-1604' number defines the platform version and might change)
After entering two snap commands as prompted, the prompt

error: snap "gnome-system-monitor" has no plug named "gnome-3-26-1604"
I haven't found any related questions and answers on the Internet. I personally think that this may be a bug in the Ubuntu system.

Solution:
Uninstall gnome-system-monitor and reinstall.
Enter in terminal:

snap remove gnome-system-monitor
snap install gnome-system-monitor
Wait for the installation to succeed, and the system monitor can now be opened.
