United Nations: Countries should launch national Broadband plan as soon as possible

June 6, a new report published by UNESCO at the third meeting of the Broadband Digital Development Commission said that governments around the world needed to enact and implement a national broadband plan quickly, otherwise it would be a disadvantage to the national economy. The Broadband Digital Development Commission is an industry organization created last year by UNESCO and the International Telecommunication Union (ITU) to promote broadband development. The report, "Broadband: A Platform for progress", states that "in order to maximize the well-being of the whole society, countries should coordinate, promote equipment-based competition and introduce policies that encourage service providers to provide access on fair market conditions ..." The report also highlights the importance of broadband as a driving force for economic growth and job creation, citing country case studies and reports from key advisory bodies. In China, for example, the broadband penetration rate of 10% per cent could contribute to a 2.5% increase in gross domestic product (GDP).  Other data included in the report also show that for low-and middle-income countries, broadband penetration of 10% per cent increases the economy by 1.4%.  In employment, an analysis of the European Commission predicts that broadband will create 200多万个 jobs by 2015, while a Brazilian study says broadband access has increased employment by 1.4%.
