It was not until 4:50 A.M. 17th that the closing meeting of the Ad Hoc Working Group on long-term Cooperative action of the Convention began.  Jonathan Pershing, the chief negotiator of the United States delegation, at the beginning of the meeting asked for a major revision of the text in an attempt to pershing its responsibility for reducing emissions. For example, Pershing asked for a description of the "legal form" (legal form) in its emission reduction responsibilities to become a choice, that is, to discuss this description.  In addition, Pershing hopes to revise the text to allow developing countries to take on more greenhouse gas mitigation pressures. After Pershing, the representatives of the major countries expressed their attitudes or asked for amendments to the text.  China's chief negotiator, Su, also spoke back, with a big case to lay the most important foundation for the outcome of the Copenhagen negotiations. Ultimately, some of the requests made by States were accepted, and a number of options were added to the text. One member of the environmental group was disappointed: "[they] talked for two years, but there are so many options."  "It is clearly the United States that has been involved in the crucial moment," he said.
