In recent years, a series of laws and regulations have been enacted to treat the rule of law as an important means. China has been the country with the largest energy saving and emission reduction efforts in recent years. In the first half of this year, China's GDP consumption was 13% lower than in 2005, equivalent to a small 800 million tonnes of carbon dioxide emissions. China is the fastest growing country for new and renewable energy sources. Hydropower installed capacity, nuclear power in the construction scale, solar water heater area and photovoltaic capacity are ranked first in the world. --China is the largest man-made plantation country in the world. We continue to carry out conversion of cropland to forests and afforestation on a large scale. At present, artificial afforestation area of 54 million hectares, ranked first in the world. Wen said that China has 1.3 billion people, per capita GDP just over 3,000 U.S. dollars, according to United Nations standards, there are 150 million people living below the poverty line, the task of developing the economy and improving people's livelihood is very difficult. China is in the critical stage of rapid development of industrialization and urbanization, the energy structure is mainly coal, and there are special difficulties in reducing emissions. However, we have always taken the response to climate change as an important strategic task. Wen said that from 1990 to 2005, the intensity of China's GDP carbon dioxide emissions decreased by 46%. On this basis, we have also proposed that by 2020 the unit GDP of carbon dioxide emissions than 2005 fell by 40% to 45%. Such a massive reduction in carbon dioxide emissions over such a long period of time will require arduous efforts. Our emission reduction targets will be incorporated into medium-and long-term planning as binding targets to ensure that the implementation of commitments is monitored by law and public opinion. Third, pay attention to the fairness of the goal, to deal with the weather changes should focus on the long-term, but also based on the current. It is necessary to define a long-term direction of effort and, more importantly, to focus on the completion of near-term and medium-term emission reduction targets, on the fulfilment of commitments already made and on action.
