Wen said that China and less developed countries, small island States and African countries are developing countries with similar historical experiences and are facing the urgent task of developing economy and eradicating poverty. The vast majority of developing countries are most affected by the effects of climate change and have broad common interests, common concerns and consistent objectives in addressing this global challenge. China understands and sympathizes with the special situation and needs of less developed countries, small island States and African countries on the subject of weather change, and advocates and urges developed countries to provide financial, technical and capacity-building support for climate change.  In this regard, China is not only disinterested, but will, as always, provide support and assistance to less developed countries, small island States and African countries in terms of food, health care, education and coping with climate change, within the framework of South and bilateral cooperation. The leaders of the four countries say that development is a top priority for developing countries. The response to climate change must not be at the expense of developing countries ' development interests. China's own initiative to control greenhouse gas emissions has set an example for the international community to cope with climate change, confirming that China is an active, cooperative and responsible country. The less developed countries, the small island States and the African countries thanked China for its sympathy, understanding and assistance, and would like to strengthen communication and coordination with China, safeguard common interests and jointly promote the positive outcome of the Copenhagen Conference.
