New Express News World Trade Organization (WTO) December 13 announced that the United States on the import of tires from China's transitional special safeguard measures did not violate the rules of the organization. The WTO Arbitration Commission has argued that the U.S. International Trade Commission (ITC) has seen the tyre industry hit by a "rapid increase" in the number of imports of Chinese tyres in 2004-2008 years.  For this arbitration, the two sides can lodge an appeal within 60 days. The Panel has not ruled that the US-specific measures taken against China's U.S. tyre exports violate WTO rules.  The head of the Law division of the Ministry of Commerce has expressed regret over the ruling and noted that China is deeply concerned about the possible negative effects of the expert group's ruling and will carefully study the report of the Panel and appeal in due course to safeguard the legitimate rights and interests of the Chinese industry. The official pointed out that the U.S. side of the Chinese tyres adopted by the special safeguard measures to pass domestic political pressure to take protectionist measures, not in line with WTO rules, has been widely criticized.  It has been proved that the safeguard measures are neither in China's interests nor in the interests of the U.S. side. Since the implementation of the special insurance measures, the U.S. tire industry's employment rate has not risen. Overall employment in the tire manufacturing sector fell 10% from a year earlier in 5 months, according to the U.S. Bureau of Labor Statistics. This has also reduced the U.S. domestic tire circulation in the field of employment, leading to some small and medium-sized tire wholesalers closed. (SIMMU) Relevant background The United Steelworkers union (USW) asked ITC in April 2009 to impose quota restrictions on tyres imported from China. The Commission has ruled that imports of Chinese tyres have imposed special tariffs of up to 55%, 45% and 35% respectively for three years. U.S. President Barack Obama approved the ITC ruling on September 11, agreeing to impose punitive tariffs on all cars and light truck tyres imported from China for a period of three years.
