如果電腦上有1G或以上的記憶體，而作業系統是Win95/98的話，Windows將不能啟動，當你重啟時，會看到如下的錯誤資訊：
Insufficient memory to initialize Windows.
Quit one or more memory-resident programs or remove unnecessary utilities from your CONFIG.SYS and AUTOEXEC.BAT files, and restart your computer.
這一現象也有可能發生在Windows安裝或者第一次啟動Windows時，要解決這一問題，須在System.ini檔案的[386enh]部分添加如下內容：
MaxPhysPage=30000
這會將Windows可使用的記憶體限制為 768 MB。具體操作步驟如下：
1. 用任何一個文本編輯軟體(例如Notepad) 編輯 System.ini file.
2. 在[386enh]部分添加如下內容：
3. MaxPhysPage=30000
4. 存檔，然後重啟電腦。
如果這一問題是在 Windows安裝中出現，按照如下步驟解決：
1. 重啟電腦，當看到“Starting Windows 95”資訊時，按 F8 ，從啟動菜單裡選擇“Command Prompt Only”。對於Windows 98，重啟後，按住CTRL鍵，直到啟動菜單出現，然後選擇“Command Prompt Only”。
2. 將目前的目錄指向你想安裝Windows的目錄。
3. 編輯System.ini 檔案，鍵入“ edit system.ini”，斷行符號。
4. 在[386enh]部分添加如下內容：
5. MaxPhysPage=30000
6.存檔，重啟電腦，Windows安裝將會繼續進行。

如果不在98下搞開發的話建議使用虛擬機器，據說微軟建議98不要超過512M記憶體。
