PHP 該如何檢測檔案的編碼呢
使用者上傳一個檔案，頁面上顯示出內容，整個網站都是UTF-8，使用者如果上傳了GB的檔案，就顯示出亂碼。
可以用mb_convert_encoding($text, "UTF-8 ", "GBK ");來轉換，但如何確定使用者上傳的是GB編碼的檔案呢？
