把EBS 資料庫從11.1.0.7升級到11.2.0.4後，無法登陸

[[email protected] PROD_ebsprod]$ sqlplus / as sysdba
ERROR:
ORA-01804: failure to initialize timezone information


SP2-0152: ORACLE may not be functioning properly
