php function_exists函數問題,重複定義函數

$a=get(1);  //出錯,找不到定義echo $a;if(!function_exists("get")){   function get($a){      return "test";   }}

想實現功能,就是檢測這函數有沒有定義,有的話,就不定義了,沒有就定義下
function_exists位置在檔案尾部,提示找不到函數定義
