採集中遇到的小疑點

採集中遇到的小問題
今天弄一下採集的小功能，遇到了個問題，被採集的網站無法fsockopen，也沒辦法file_get_contents。

報錯：HTTP/1.0 503 Service UnavailableServer
請問要如何處理，對HTTP協議不太理解。

被採集網站URL：
