jsp include 亂碼問題的解決
jsp include 的檔案有時候會出現亂碼，經過測試發現如下方法可以修改。
第一種情況可以修改被include的檔案：
1.當jsp include動態檔案時（jsp檔案）可以在被include的jsp檔案頭部加上代碼：
   <%@ page language="java" contentType="text/html; charset=UTF-8"   pageEncoding="UTF-8"%>
    可以解決。
2.當jsp include靜態檔案時（html檔案）可以在被include的html檔案的<head></head>標籤內加上代碼：
   <meta http-equiv="Content-Type" content="text/html; charset=UTF-8" />
    同樣可以解決。
第二種情況不能夠修改被include的檔案：
此時可以修改tomcat的web.xml達到目的

         <jsp-property-group>
             <description>

             <url-pattern>*.jsp</url-pattern>
             <el-ignored>true</el-ignored>
             <page-encoding>UTF-8</page-encoding>
             <scripting-invalid>false</scripting-invalid>
             <include-prelude></include-prelude>
             <include-coda></include-coda>

             <description>
                 Special property group for JSP Configuration JSP
                 example.
             </description>
             <display-name>JSPConfiguration</display-name>
             <url-pattern>*.html</url-pattern>
             <el-ignored>true</el-ignored>
             <page-encoding>UTF-8</page-encoding>
             <scripting-invalid>false</scripting-invalid>
             <include-prelude></include-prelude>
             <include-coda></include-coda>
         </jsp-property-group>
     </jsp-config>

</web-app>

其中jsp-config一段是用來說明你要將包含的頁面預設按照什麼編碼格式包含。web-app 標籤的version必須是2.4的。
