控制台app.config 的 無效

問題描述：

   在對大量的json序列化時 我們應該在web.config中加入<add key="aspnet:MaxHttpCollectionKeys" value="10000" /> 節點，否則會報錯：Operation is not valid due to the current state of the object. 詳見：http://blog.csdn.net/lxy1106/article/details/42392441 。但是如果程式是控制台程式，或者Windows Service,或者Winfrom程式時加入aspnet:MaxHttpCollectionKeys不起作用，不知為何。
