Windows Server 2019 無法訪問【設置】的解決辦法

問：使用【設置】的時候，會提示你無法訪問或者是沒有適當的權限

答：初步估計是【設置】的BUG，現在提供處理辦法
有人說是權限問題，我們看一下：
CMD：control userpasswords2

我是用Administrator登陸，但是無法使用【設置】

我們可以這樣：
C:\Windows\System32
