The hint is that the file or assembly could not be loaded "MySql.Web.v20, version=6.9.4.0, culture=neutral, publickeytoken=c5687fc88969c44d" or one of its dependencies. The system cannot find the file specified.

Modify
C:\Windows\Microsoft.NET\Framework\v4.0.30319\Config\machine.config
And
C:\Windows\Microsoft.NET\Framework64\v4.0.30319\Config\machine.config

Put
MySql.Web.v20
Replaced by
Mysql.web

And then it's normal to run.
