In/boot/grub/grub.cfg, you can change the boot order by viewing the/etc/defaulg/grub file as simple as you can modify it.

So open/etc/defaulg.grub, after reading the beginning of the description, the Defaulte value from 0 to 2, run grub-update, there is an error, ignore, restart the default startup will be changed to Windows, And can start Windows and Ubuntu normally.
