This is capacitor. This is common sense (think of countless capacitor questions in the high school physics course book ....)
The Unit will know the voltage. The CPU will divide the voltage into many levels and feed it to different modules. Because some modules do not need high voltage, this can reasonably control the SOC power consumption.
