I downloaded beta ten, an online installer. It may be that its server is throttled. My download speed is only about KB and it has been installed for several hours.

During the installation, it will check whether bds.exe is running. I am running the delphi15 version, but it is still required to be disabled. This is an indiscriminate approach, which is not good. It was too long to wait in the middle. I had to continue my work, and I opened Delphi 15 again.
