Function module: popup_to_decide_list

In this function module, a dialog box is displayed, showing a certain number of radio buttons or check boxes for users to select.

Input parameters:
Cursorline: the row where the cursor is located by default.
Mark_flag: The selected flag, which is generally set to 'x'
Mark_max: Maximum number of options selected
Start_col: start line
Start_row: Start column, used to locate the position of the pop-up window
Textline1: text line

Textline3: text line
Titel: Title of the pop-up window
