Geo-Registration toolbar is gray

During the preparation of the data vector, the georeferencing tool may be the first to be used, and after the Georeferencing toolbar is loaded in the customization, it is found that its list of layers is grayed out and not selectable.

After viewing the Help: The Georeferencing toolbar layer list displays raster layers, image service layers, and CAD layers as valid data types. The layer must be in the same coordinate system as the data frame, or there is no spatial reference defined.

We look at the spatial reference of the data frame and the spatial reference of the layer, and other results are inconsistent.

You can georeferencing a data frame by aligning it with the layer's spatial reference.
