Let me explain how to create an SVN server locally.
We need to install TortoiseSVN First
After the tutorial begins:
First we need to create a folder locally, as a folder for the SVN service
After that we right-click on the menu under create Repository here such as:

The little turtle will then prompt you to create a success!
Next we check out in another directory

Select the location in the address where you created the previous success
So the checkout will succeed!
Then we can do a variety of Check in/check out in the new folder, so it's easier and more flexible to manage the code.
