How is the order of PCB cabling reasonable?

Some people say first cloth the power cord and ground, let them as close as possible, and then consider the signal line;
Some people say first cloth the key signal line, and then go to power and ground;
Others say first cloth the power cord, and then cloth signal line, ground finally cloth.
