1. Tell the browser what html or xhtml specifications are used to parse html documents

2. The rendering mode of the browser is affected.

Two rendering modes for parsing css in the browser: standard mode strict mode and quirks mode

Standard mode: the browser parses and executes the code according to W3C standards.

Weird mode: the browser parses and executes the code in its own way.

If the webpage Code does not contain any declaration, the browser will adopt the weird mode. If the webpage Code contains the DTD declaration, the browser will parse it according to the standard you declared.

To write cross-browser CSS, you 'd better adopt the standard mode.
