Restart IIS, prompting "another program is using this file and the process cannot access it." In the beginning, it was suspected that port 80 was occupied, modifying IIS ports to other ports, and restarting IIS was successful.

On the command line, Netstat-nabo, view port 80 and discover that it is occupied by Apache.

Modify the Apache 80 port to 81.

Modify listener 80 in the following file to listener 81, then restart Apache or restart your computer.

Apache\apache\conf\httpd.conf
