Insufficient filesystemwatcher in the US.

Program function description:

A new file used to check the folder (the file copied by FTP), then retrieve the data in the file and delete the file.

However, it occurs that filesystemwatcher will trigger the watcherchangetypes. Changed event multiple times. This also makes it troublesome, because it is impossible to predict when the file is completely copied (File's I/O is over) into the observed folder! So there is no way to correctly retrieve the data in the file.
