Method is simple, open the Regional and Language Options dialog box from Control Panel, switch to the Format tab, click the Customize this Format button in the lower-right corner, and then open another dialog named Custom Regional Options, switch to the Sort tab, and see that the default sorting method is to follow the phonetic To sort, we only need to reset to "strokes", and then click the "OK" button two times to confirm that it will take effect.
