How do I quickly create a new user? Why users who want to create user rights in a Windows Server 2008 system
We enter secpol.msc on the Win2008 Start menu to open the Local security policy, we navigate to "local policy"-"User Rights Assignment", on the right we can find "shutdown system", Here we can see that by default only Administrators group users and backup OPERATORSR group users can shut down the Windows Server 2008 system. As shown in Figure 1:

Next, we double-click "Shut down system" to set the properties of this security policy, and click the Add User or group button in the Open Shutdown System Properties dialog box, as shown in Figure 2:

In the pop-up Select User or Group dialog box, we enter the username, where our username is "Vista zone", and click the "Check Name" button on the right to look like Figure 3:
