1, press CTRL + N to create a new file, Settings pop-up dialog box as shown in the following figure. Press Ctrl+i to perform a "reverse" operation and adjust the background color to black.

2. Set the foreground color to white, select the Ellipse tool and select the Shape Graph button on its tool selection bar, hold down the Shife key to draw a positive circle in the image below, and get the layer "shape 1".

3, set the Layer "shape 1" the "padding" value is 0%, click the Add Layer Style button, select the Stroke command from the menu that pops up, the stroke argument is 4, and the color is white, and you get the effect shown in the following figure.
