One, CTRL + N Create a new document, 680 pixel wide, 390 pixel high, background white, the rest remain the default, click OK. The size of the new document is larger than the size you want, basically left 50 pixels up and down, I will eventually create a width of 580 pixels, high 290 pixels of the picture, so I give width and height each added 100 pixels. Then select layers in the menu bar > Create a new fill layer > Solid Color command, choose a darker gray, my color here is #303030.

Second, create a new layer, named "Dark Stripes", fill it with white, select Filter > Noise > Add Noise command on the menu bar, quantity 99%, average distribution, tick monochrome, click OK. Then apply filter > Blur > Motion blur command, angle 0 degrees, distance 25 pixels, click OK. Finally, change the layer's blending mode to overlay. Create a new layer again, named "Dark Vertical", apply the same method as the above layer, but set the motion blur angle to 90 degrees. Finally, change the opacity of the two layers to 25%. Third, we create a new layer, named "Light Stripes", filled with black. Applying the Add noise command, we use the different noise quantities in the previous step to make the fabric more visible. So here we use 101%, the average distribution, tick the monochrome. Then apply motion blur, angle 0 degrees, distance 25 pixels. Then create a "light vertical" layer in the same way. Finally, change the blending mode of the two layers to color filter and the opacity to 20%. After the completion of the effect is as follows:

Finally, use the cutting tool to cut off the four edges of the picture, adjust the picture size you want. Of course you can also create multiple color background images by adjusting the color of the fill layer and the opacity of the fabric layer, which is why we use the fill layer in the first step.
