Restart webapp by modifying web. config

(At first I thought about Restarting IIS to restart webapp. The method is actually a bit better)

Every modification to the Web. config file will restart the running webapplication to apply the new settings.
Even if you load the webconfig file and save it, it will restart.

In win2003, IIS regularly clears apps that are not used for a long time, so the app variables are cleared.
Is it a restart? Not tested yet.

The Config under win is not like this. Even if you modify it, it will not be applied immediately, but it will only be applied after you restart the exe.
