SPAWN-CGI Boot Process 127 error occurred

TEST.CGI is a C + + compiled executable file;
Link conditions are used-lcgicc-lfcgi-lfcgi++

Previously installed on another machine is the php-5.3.3 spawn-cgi 1.6.3 can start normally;
Replace a machine machine, reinstall PHP spawn-cgi will appear failure ~~
