The list in the portal cannot be set with permissions?

Some netizens asked me why the list created in the sps2003 portal cannot be set to its access permissions separately, but the list in the WSS site can be used?

In fact, it must be configurable. It is only based on the positioning of the portal and area that the access link to the list permission settings in them is blocked.

By the way, a webpart is created to display all the lists of the current site (or the current portal, and the current area) in a drop-down box. After selection, the permission setting page for this list is displayed. A custom attribute is provided to determine whether the drop-down box is displayed only when the current user is an administrator.
