In fact, it must be configurable. It is only based on the positioning of the portal and area that the access link to the list permission settings in them is blocked.

By the way, a webpart is created to display all the lists of the current site (or the current portal, and the current area) in a drop-down box. After selection, the permission setting page for this list is displayed. A custom attribute is provided to determine whether the drop-down box is displayed only when the current user is an administrator.
