Use HTPASSWD to create a control file for the user name and password.
If you want to make HTTP access, also set up Apache's DAV-SVN structure:
Add the following lines:

AuthType Basic
AuthName "SVN Subversion Repository"
Authuserfile/etc/apache2/svn_pwd
Require Valid-user

SVN_PWD is the password file that you created.

Look at the three files in the Conf directory under the SVN library: svnserve.conf,passwd and Authz. Literally understandable. The contents of the document are explained accordingly.
