1, open the material picture in the Photoshop cs6/cc.

17. Add a layer mask to the liquefied layer and fill the layer mask with black. The top layer also adds a layer mask, but this time the layer mask is filled with white.
18, select the top layer and layer mask, if you forget to select the mask layer, the effect will not be the effect we want.
Open the Brush panel and select the brush from the brush panel. If you do not have a splash brush installed, go to the Internet to download some splash brush, and then import into PS. Select one of the splash brushes you like in the installation.
19, finally modify the brush size and direction, so that it meets our needs (horizontal from right to left).
Make sure that your brush (black) is painted on the mask layer, when dealing with the area around the head, you should also be careful to modify the brush size, style and so on, so that it presents a natural splash effect.
