About Apache Virtual Host configuration issues

The httpd-vhosts has been enabled in httpd.conf,
The hosts have added
127.0.0.1 newtest.net
Configured in the httpd-vhosts.

DocumentRoot "f:/myphp"
DirectoryIndex index.html index.htm index.php

Options FollowSymLinks
AllowOverride None
Order Allow,deny
Allow from all


What's wrong with this paragraph, why does the browser deny access to the 403 error?

You should create a new newtest.net directory under the Htdocs directory of Apache and write an echo "Hello World" in that directory; Then change DocumentRoot "Newtest.net directory (write absolute path) under the Htdocs directory of Apache under a disk"
ServerName newtest.net
Restart Apache
