Bugziila External network cannot access bug by Bug ID

Description of the phenomenon:
1. After creating the bug, the system can send the message normally. The bug can also be accessed normally in Buglist
2. You cannot open a hyperlink that uses Outlook to click the bug ID. If you click BUG id:617. 360 browser Prompt for domain name error. Copy the hyperlink to Notepad with the content show_bug.cgi?id=617
