One. Press CTRL + SPACEBAR, then press Ctrl+shift to toggle or right-click on the taskbar-toolbars-Language bar.
Two. First open the text service
1. Click Start, click Control Panel, and then double-click Regional and Language Options.
2. On the Language tab, under Text services and input languages, click Details.
3. Under Preferences, click the Language bar.
4, select the "Turn off advanced text services" check box, and remove the hooks inside.
Three. Next set the input method of the Language bar
1. Click Start, click Control Panel, and then double-click Regional and Language Options.
2. On the Languages tab, under Text services and input languages, click Details.
3. Under Preferences, click the Language bar.
4. Select the display the Language bar on the desktop check box.
If you have text services installed, the Language bar will automatically appear. However, if you close the Language bar, you can use this procedure to re-display it.
If you want to minimize the Language bar to the taskbar, right-click the language icon on the taskbar, and then click Settings, select the input method you want to add.

If there is no Language bar in the taskbar, first
Start---run---input----ctfmon---OK
It's there.
Recently read the comments found that some people can not solve the problem, you might want to download an input method software, and then install. If the software does good, the Language bar will be set. I haven't tested it. Not sure will solve your problem ...
