The problem is that the default UM mailbox policy is enabled for the Skype for Business Server and Exchange UM features that are deployed in our environment, such as:

If you want to turn off this feature, we have 2 ways:
1. Shutdown via client OWA or Outlook (this method applies to individual user actions)

Automatically open OWA via IE, enter the user's user name and password, and then close the Voice settings option to OWA
