IIS7.5 error code 0x8007007e HTTP error 500.19-internal Server error

After you deploy a WCF service in a win2008+iis7.5 environment today, a page that cannot be opened continues to appear. The specific error message is as follows:

There is a malformed XML in the applicationhost.config or Web. config file. The server cannot access the ApplicationHost.config or Web. config file because NTFS permissions are incorrect. What you can try: Query the event log for information about why the configuration file is unreadable. Ensure that the user ID or authenticated user specified for the application pool has the necessary permissions to access the Web. config file.

This was because of the XPress compression scheme module (suscomp.dll) which gets installed with WSUS. Since Compression schemes is defined globally and try to load in every application Pool, it'll result in this error whe N 64bit version of Suscomp.dll attempts to a application pool which is running in 32bit mode.
