Ipaddr python3, ipaddrpython3

Ipaddr is an excellent IP address processing library developed by google. However, the installation package on pypi only supports python2, and the installation of python3 reports an error.

Modified several areas that do not support python3.
1. Remove the long integer mark of Python2;
2. Remove the long type conversion and replace it with the int type.
2. Modify the has_key function and use in for logical judgment.

All unit tests passed
