Workaround:

1th Step: Use Notepad to open the following file (Note: If you open the directory manually $HOSTNAME for the computer name)

$ORACLE _home\db_1\ $HOSTNAME \sysman\config\emd.properties
2nd step: Find Agenttzregion to change the default GMT to your local time zone, for example:
Agenttzregion=asia/shanghai
3rd Step:Restart oracledbconsole:

Emctl Stop Dbconsole

Emctl Start Dbconsole
