Multiple tag columns implemented by Ajax

My friends who visited my website over the past few days may have seen that there is a multi-tab bar implemented by Ajax under the right side of my blog (figure 1)

Another small problem is that there is no ending point. The cultural problem is to create a new tag. I also find its implementation method, that is, to write the content of the new tag to "externalfile.html, however, when I write Chinese characters on this page, garbled characters will be displayed.
